From August, CCC certification management will be implemented for lithium-ion battery packs and mobile power supplies
Xinhua News Agency, Beijing, July 20 (reporter, Zhao Wenjun) The State Administration of Market Supervision recently issued an announcement that the CCC certification management will be implemented for lithium-ion batteries, battery packs and mobile power supplies from August 1, 2023. Since August 1, 2024, those who have not obtained the CCC certification certificate and marked the certification mark shall not leave the factory, sell, import or use in other business activities.
According to the results of the national supervision and random inspection of product quality by the General Administration of Market Supervision, the qualified rate of lithium-ion batteries for mobile phones is less than 90%, and the qualified rate of mobile power supplies has been hovering between 60% and 80%. Due to the chemical characteristics of lithium batteries and power banks themselves, when the production process and structure of the products do not meet the technical requirements of national standards, or in the transportation and use links, they are subject to extreme high and low temperatures, serious bumps, and long-term overcharging, etc., it is easy to cause thermal runaway, causing the battery to bulge and then cause safety problems such as fire, explosion, overheating, or leakage, which directly endanger personal health and safety.
Compulsory product certification, also known as CCC certification, is a market access system implemented by our country’s government for products involving personal health and safety in accordance with the principles of marketization and internationalization in accordance with relevant laws and regulations and international practices. Up to now, the CCC certification system covers 96 kinds of products in 16 categories, including household electronics and appliances, automobiles, toys and other consumer industrial products that involve the daily life of the general public. It has played an important role in promoting product safety and quality improvement and protecting consumer rights and interests.
