According to the plan disclosed by Didi, during the trial operation period, Didi will launch the trial operation in seven cities including Harbin, Taiyuan, Shijiazhuang, Changzhou, Shenyang, Beijing and Nantong. These seven cities will first provide men’s 5:00-23:00, women’s 5:00-20:00, and short-distance hitch platform services within 50 kilometers. During the trial operation period, no information service fee will be charged. In terms of the entry threshold for hitch owners, Didi will introduce the screening of dishonest people. Those who can be publicly inquired about are dishonest and cannot be registered as hitch owners.

In May and August 2018, there were two incidents in which passengers were killed after riding Didi Hitch. On August 28, 2018, Didi announced that Hitch’s business model had been re-evaluated and it would be taken offline indefinitely until the security protection measures had not been approved by users. At that time, Didi Hitch was pointed out by the outside world that there were potential audit risks. The outside world called for background checks and credit checks for criminal records to be added to the access standards of Hitch.

Liu Junhai, Professor of Law School of Renmin University of ChinaThe ride-hailing platform must tighten its fences to plug all security vulnerabilities. At this point, I think it is necessary to write down the platform’s self-regulatory responsibilities and its obligations to consumers, and to emphasize the platform’s role as a legal subject in consumer protection.
