Beijing issues detailed rules for the management of online car-hailing "Beijing cars and Beijing people"
CCTV News:After July 28 this year, the Ministry of Transport jointly announced the "Interim Measures for the Management of Online Booking Taxi Business Services", after several months of research and formulation, today, Beijing’s "Detailed Rules for the Management of Online Booking Taxi Business Services" was officially released.
On the basis of national regulations and authorizations, Beijing online car-hailing rules refine the relevant licenses and requirements of online car-hailing platform companies, vehicles, and drivers, stipulating that the operating period of the online car-hailing platform is 4 years, which can be extended after passing the review.
In terms of vehicle access, Beijing’s detailed rules for online car-hailing require vehicles to be registered in Beijing, meet the latest motor vehicle emission standards announced and implemented by Beijing, and also make clear regulations on the displacement and wheelbase of vehicles. It is required that the displacement of a 5-seat sedan is not less than 1.8L, and the wheelbase of the vehicle is not less than 2650mm, including new energy vehicles; in terms of driver access, Beijing’s detailed rules for online car-hailing require that drivers engaged in online car-hailing must have Beijing household registration, that is, in terms of vehicle and driver access, Beijing still continues the previous "Beijing car and Beijing people" regulations. In additionThe detailed rules also stipulate that the driver’s license of the online car-hailing driver must be issued by Beijing MunicipalityThe individuals and vehicles connected to the online car-hailing platform must be reviewed and qualified before they can go on the road to participate in the operation.
After the release of the new policy, online car-hailing will be dislocated from traditional taxis in terms of price, operating vehicle specifications, and operating standards, forming a differentiated operation.

After soliciting opinions, the New Deal involves amending 125 places
On October 8th, Beijing publicly released the exposure draft of the detailed rules for the implementation of online car-hailing management, soliciting opinions and suggestions from the public. So, what are the opinions generally reflected by the public? What are the changes compared to the exposure draft of the officially released management implementation rules?
It is understood that during the consultation stage, the Beijing Municipal Government collected a total of 9,246 effective feedback and suggestions from the public. Among them, "Qualification conditions and management of online car-hailing vehicles" received the highest attention, accounting for 36% of the total. 91.05% agreed with the opinion that online car-hailing vehicles must be licensed in Beijing; 54% expressed doubts and proposed amendments to the opinions on vehicle displacement conditions.
After many discussions and judgments, the old items were reviewed in the new version of the management implementation rulesThe content of the modification mainly includes: changing from "5-seat sedan car displacement not less than 2.0 liters or 1.8T" to "5-seat sedan car displacement not less than 1.8 liters"; "vehicle wheelbase not less than 2700 mm" to "vehicle wheelbase not less than 2650 mm"; and removing the restrictive conditions of "7-seat passenger car length greater than 5100 mm" in the original entry, a total of 40 amendments.

At the same time, the "Beijing Municipal Opinions on Deepening Reform and Promoting the Healthy Development of the Taxi Industry" and "Beijing Private Passenger Car Sharing Travel Guiding Opinions" issued together with the detailed rules for the implementation of online car-hailing management, compared with their corresponding exposure drafts, There are also 85 new or revised policies and regulations.
In addition, only 25% of the people who expressed doubts about the opinion that "online car-hailing drivers must be registered in Beijing" were also highly concerned during the consultation stage, so no adjustments were made in the final official document.
